The documents to be submitted if you wish to obtain a residence permit in the Republic of Latvia as a person who has invested in the share capital of a company for the purpose of increase thereof or who has invested in the share capital of a company upon founding of a new business company, and has paid EUR 10 000 into the State budget:

1. such investment is at least EUR 50 000 and is made in a business company with the number of employees not exceeding 50, such company’s annual turnover or annual balance does not exceed EUR 10 million. Upon investing in the equity capital of one capital company, a temporary residence permit shall be issued to no more than 10 foreigners, if each of them has made the investment laid down in this paragraph and paid EUR 10 000 into the State budget;
2. such investment is at least EUR 100 000 and is made in a business company with the number of employees exceeding 50 and such company’s annual turnover or annual balance exceeds EUR 10 million.
3. the investment is at least EUR 100 000 and it has been performed in the equity capital of a capital company, which together with one or several subsidiaries registered in the Republic of Latvia employs more than 50 employees and total annual turnover or annual balance thereof exceed EUR 10 million:

! If a foreigner should make payment of EUR 10 000 into the State budget, the bank details will be specified in the decision to issue a temporary residence permit.

What documents have to be submitted when you wish to apply for a residence permit in the Republic of Latvia as a person that in Riga or Jurmala, or in Adazi, Babite, Baldone, Carnikava, Garkalne, Ikskile, Kekava, Marupe, Olaine, Ropazi, Salaspils or Stopini municipalities has purchased and that owns one functionally related real estate(with exception of the cases when the immovable property represents a vacant land) with buildings in the and the total value of the real estate is at least EUR 250 000, or outside the said administrative territories – no more than two immovable properties (with exception of the cases when the immovable property represents a vacant land) and each of them represents one functionally connected immovable property, total value whereof is at least EUR 250 000 if the following conditions exist concurrently:

• You have no real estate tax debts,
• The payment of the total real estate value has been made by non-cash settlement,
• The real estate has been purchased from a legal entity registered in the Republic of Latvia or a Member State of the European Union, any country of the European Economic Area or the Swiss Confederation and which is a taxpayer in the Republic of Latvia within the meaning of the tax laws of the Republic of Latvia; or the real estate has been purchased from a natural entity who is a citizen of the Republic of Latvia, a non-citizen of the Republic of Latvia, a citizen of the European Union or a foreigner who is staying in the Republic of Latvia on the basis of a valid residence permit,
• The total cadastral value of the real estate is at least EUR 80 000 at the moment of purchase. If a foreigner has acquired two immovable properties outside Riga or Jurmala, or in Adazi, Babite, Baldone, Carnikava, Garkalne, Ikskile, Kekava, Marupe, Olaine, Ropazi, Salaspils or Stopini municipalities, cadastral value of each immovable property at the time of acquisition thereof shall be at least EUR 40 000. If the cadastral value is below the amounts referred to in this sub-clause, the total value of the real estate in accordance with the real estate market value determined by a certified real estate appraisal shall not be below EUR 250 000 or, if a foreigner has acquired two immovable properties – market value of each immovable property may not be less than EUR 125 000;
• Upon applying for a first temporary residence permit, the person must pay 5% of the real estate purchase value into the state budget;
• The real estate must not comprise agricultural land or wooded land,

The person must present a valid travel document recognised in the Republic of Latvia and submit the following documents:

• application form for residence permit of certain form;
• photo;
• a document confirming the necessary subsistence;
• document confirming the envisaged place of residence in the Republic of Latvia and the rights to stay there;
• Document confirming the payment for the real estate by non-cash settlement;
• Documents confirming that the foreigner has no real estate tax debts if he or she owns the real estate for more than one year;
• An opinion of a certified real estate appraiser regarding the conformity of the real estate market value to the value referred to in the Paragraph 29 of the Article 23 (1) of the Immigration Law if the cadastral value of the real estate fails to comply with the value referred to in the Paragraph 29 (d) of the Article 23 (1) of the Immigration Law;
• A statement on punishability issued by a competent institution of the citizenship or the host country (for a foreigner more than 14 years old), if a foreigner has resided in that country longer than 12 months;
• Document confirming the payment of state fee.

  If you are accompanied by your spouse and a minor childe or a child in your custody, they must submit additional documents confirming kinship, as well as a consent to stay in the Republic of Latvia issued by the parent that does not accompany the child during the travel. The abovementioned consent must have a notary’s certification or it must be signed in the presence of an official of the Office or representation.

  Upon the receipt of the first temporary residence permit, the applicant must pay 5 % of the real estate purchase value into the state budget (the bank details are to be given in the decision on granting the temporary residence permit).

Documents to be submitted if you want to receive a residence permit in the Republic of Latvia as a person who acquires interest-free government bonds determined for special purpose with the nominal value of 250 000 euro:

Present a valid travel document that has been approved in the Republic of Latvia and submit the following documents:

• an application on a specific form for the request of a residence permit ;
• photo;
• a document confirming the necessary subsistence;
• document confirming the envisaged place of residence in the Republic of Latvia and the rights to stay there;
• a statement issued by the competent institution of the state of citizenship or residence regarding the criminal record (for a foreigner older than 14 years of age), if a foreigner has resided therein for more than 12 months;
• a payment document attesting to the payment of the State fee.

If your spouse or your child, who is a minor or is in your custody, is entering together with you, they are requested to additionally submit documents attesting kinship and a notarially certified permission or a permission signed in the presence of an official of the Office or Mission regarding consent to the travel of the child to the Republic of Latvia of the parent who does not enter together with the child.

Acquisition of interest-free government bonds shall be done after a positive decision has been made on granting a temporary residence permit (further information will be provided in the decision on granting a temporary residence permit).

When receiving a first time temporary residence permit, the recipient shall make a payment in the State budget of EUR 38 000 (particulars will be provided in the decision on granting a temporary residence permit).

The documents to be submitted if you wish to obtain a residence permit in the Republic of Latvia as a person who has subordinate liabilities toward a credit institution of the Republic of Latvia in the amount of at least EUR 280 000 and the term of the transaction entered into with that credit institution is at least five years:

• a statement on punishability issued by a competent institution of the citizenship or the host country (for a foreigner more than 14 years old), if a foreigner has resided in that country longer than 12 month

• a document confirming the state duty payment;
• A document issued by the credit institution of the Republic of Latvia, which confirms that the foreigner has subordinate liabilities toward the credit institution of the Republic of Latvia at least in the amount indicated in Section 23 Paragraph One Clause 30 of the Immigration Law and the transaction term is at least five years. If the financial investment has been made in a foreign currency, the credit institution shall confirm that on the date of entering into the agreement the amount thereof was compliant with the amount indicated in Section 23 Paragraph One Clause 30 of the Immigration Law according to the foreign currency rate used for accounting on the date of entering into the agreement.

• A special application form for a residence permit;
• Photography;
• a document confirming the necessary subsistence;
• A document supporting the prospective place of residence in the Republic of Latvia;
• A document supporting settlement of the stamp duty;
• A copy of diploma on a State-recognized higher education of acquiring of such university course.

If your spouse and minor or dependent child travels with you, you have to submit also documents supporting the relationship and a permission to stay in the Republic of Latvia signed by the parent not traveling with the child which is certified by a notary or signed in presence of an official of the Office or a Representation.

Please, note that this permit does not include the right to employment.

The documents you must submit if you wish to obtain a residence permit in the Republic of Latvia as a person who intends to carry out activities in order to create or develop innovative products in the Republic of Latvia

You must present a travelling document valid in the Republic of Latvia and submit the following documents:

• a questionnaire to apply for a residence permit of a certain form;
• a photograph;
• a document confirming the necessary subsistence;
• document confirming the envisaged place of residence in the Republic of Latvia and the rights to stay there;
• a certificate of clean criminal record issued by the competent authority of the country of nationality or residence, if the foreigner has resided there for more than 12 months (for a foreigner over 14 years of age);
• a free-form application containing the descriptive information about the innovative products intended to be created or developed, and the information on the planned business activities in the next three years;
• a payment document confirming the payment of the stamp duty.

If you travel with your spouse and minor or dependent children, they must additionally submit the documents proving kinship and an authorisation for a child to reside in the Republic of Latvia from a parent who does not travel with the child, which has been notarised or signed before an official of the administration or representative agency.

If you are a citizen of third country whose one of the relatives in the direct ascending line is Latvian or Liv, you shall submit:

• a definite sample form for third country nationals;
• a statement issued by the competent authority of the country of citizenship or residence, if you have stayed there for longer than 12 months, regarding penal records (for a foreigner, who is older than 14 years);
• a valid travelling document recognized in Latvia - passport;
