Forms of foreigners

According to Article 38 of the Law of the Republic of Belarus “On Legal Status of Foreign Citizens and Stateless Persons in the Republic of Belarus” of January 4, 2010, a foreigner may:

  1. temporarily stay,
  2. temporarily reside and
  3. permanently reside on the territory of the Republic of Belarus.

I. Temporary staying

For the term of a visa, unless otherwise stipulated by international agreements of the Republic of Belarus or by the decisions of the President of the Republic of Belarus, but no more then 90 days within a calendar year, with exemptions for nationals and some categories of residents of the following countries:

  • Israel (90 days within each period of 180 days);
  • Latvia (90 days within each period of 180 days);
  • Lithuania (90 days within each period of 180 days);
  • Montenegro (90 days within each period of 180 days);
  • Poland (90 days within each period of 180 days);
  • Russia (90 days within a calendar year);
  • Ukraine (90 days within each period of 180 days).

During temporary staying in the Republic of Belarus foreigners are obliged to be registered by the local unit of the Citizenship and Migration Department of the Ministry of Internal Affairs of the Republic of Belarus at their place of residing or in other way, stipulated by the Belarusian legislation, within 5 days from the date of arriva,l excluding weekends and national holidays.
Nationals and some categories of residents of the following countries are released from the obligatory registration:

  • Latvia (within 30 days from the date of arrival);
  • Lithuania (within 30 days from the date of arrival);
  • Kazakhstan (within 30 days from the date of arrival);
  • Russia (within 90 days from the date of arrival);
  • Ukraine (within 30 days from the date of arrival);
  • United Arab Emirates (within 30 days from the date of arrival);

II. Temporary residence

For a term of staying in the Republic of Belarus, but no longer than 1 year. The temporary residence permit is issued by the local unit of the Citizenship and Migration Department of the Ministry of Internal Affairs of the Republic of Belarus at the place of a foreigner residing. The proper procedure is established by the Belarusian legislation.

III. Permanent residence.

The permanent residence permit is issued by the local unit of the Citizenship and Migration Department of the Ministry of Internal Affairs of the Republic of Belarus at the place of a foreigner residing. The proper procedure is established by the Belarusian legislation.

Countries where you can buy citizenship or residency

The super-rich are no longer just spending their money on private jets, yachts, and hotels — they're also splashing out on second passports.

The Second Citizenship Survey 2017 from CS Global Partners found that 89% of people would like to own a second passport, and over 34% said they had looked into investing in a second citizenship.
Even more striking were the 80.68% who said they would be willing to invest or donate 5% of their annual salary for a second citizenship — more than they spend on monthly rent.
Luckily, according to Associated Press, at least two dozen countries offer a new home to people willing to invest in a business, real estate or government bonds.

Some of these countries offer Citizenship by Investment (CIP) programs where money can actually buy a second passport, usually starting at around $200,000.

The programs typically involve investment in real estate in exchange for the elite status that comes along with owning a citizenship — and property — in another country. Other programs offer "elite residency" — an extended visa with perks — in exchange for similar investments.
